ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Global Partnerships and External Relations (GLO), headed by a Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the Policymaking Organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization.
The Division of ITPOs and Institutional Partnerships (GLO/ITP) will link UNIDO's Investment and Technology Promotion Offices (ITPOs) with international corporate partners and use the ITP network to forge, in collaboration with IET/PPP and GLO/FLS, partnerships with development partners.
It will engage in match-making and partnership development at corporate, institutional, and political levels to support developing countries and countries with economies in transition in becoming attractive investment locations resulting in increased levels of investments and, through investors and partners that the ITPOs bring to the table, engage in technology exchange partnerships that enable them to adopt new technologies for sustainable industrial development.
This Division harnesses different types of partnerships at corporate, institutional and political level to support developing countries in their endeavor to become attractive investment locations resulting in increased levels of investments (foreign direct investment, impact investments, domestic investments) as well as technology exchange and adoption. The Division expands its Investment and Technology Promotion Network by closely interlinking UNIDO’s Investment and Technology Promotion Offices (ITPOs) with investment promotion agencies (IPAs) and international corporate partners.
UNIDO’s international Network of Investment and Technology Promotion Offices (ITPOs) counts nine offices that are located in Tokyo, Japan; Rome, Italy; Shanghai and Beijing, China; Seoul, the Republic of Korea; Moscow, the Russian Federation; Manama, Bahrain; Lagos, Nigeria; and Berlin and Bonn, Germany.
UNIDO ITPOs have contributed to reducing development imbalances, by brokering investment and technology agreements between developed, developing countries and countries with economies in transition. Located in both hemispheres, the specialized network of UNIDO ITPOs opens up opportunities for investors and technology suppliers to find potential partners and offers unique services to both entrepreneurs and business institutions.
PROJECT CONTEXT:
In June 2014, the Minister of Industry, Economy and Investment of Nigeria officially requested UNIDO to establish a UNIDO Investment and Technology Investment Promotion Office (ITPO) in Nigeria. The purpose of this project would be to assist the Nigerian Ministry of Industry, Trade and Investment in promoting both inward and domestic investments as well as technology transfer as a means to expand and diversify the local manufacturing sector.
UNIDO ITPO Nigeria was officially inaugurated on 28 April, 2015 and formally launched on 15 March 2016.
Prior to the pandemic, competitiveness was largely driven by economic imperatives such as productivity and comparative advantage. As the “new normal” continues to further assert itself, the world will increasingly be driven by advanced digital technologies that are associated with both post-pandemic recovery and newly emerging growth pathways. This has led to the concept of harnessing resilience and higher competitiveness through scaling up digital transformation and 4IR solutions in the post-pandemic world.
ITPO-Nigeria is responding to this call through the promotion of tailored digital transformation approaches underpinned by the Fourth Industrial Revolution (4IR), driven by strategic vision, learning and efficient partnerships among government, business, and civil society, thereby assisting developing countries to drive the process for rapid industrial development, job creation and industrial base expansion.
Specifically, the focus of the ITPO will be to promote investment, technology acquisition and transfer and industrial cooperation between developed countries inward (into Nigeria) and outward (to other African Countries) in collaboration with UNIDO’s ITPO Network.
ITPO Nigeria will support the inclusive and sustainable industrialization efforts in Nigeria by identifying, attracting and mobilizing the financial, technological, and other required resources and enhancing investments with development impact. The activities will also focus on capacity-building of partners and on supporting SMEs through the mobilization of knowhow, expertise, technology and capital from companies and institutions in developed countries into Nigeria, ECOWAS and the AfCFTA Region.
FUNCTIONAL RESPONSIBILITIES:
Under the overall supervision of the Chief of GLO/ITP, under the direct supervision of the Head of ITPO Nigeria and in close cooperation with the project team in the HQ and Regional Hub in Nigeria, the Junior Team Assistant provides assistance and general administrative support to the implementation of the project, and is responsible for the following key functions:
- Perform general administrative tasks such as ordering office supplies, following up on budget queries, making various reservations as required, placing purchase requisitions, researching for information and reference material, organizing requests for formal editing, translation, layout, graphic design and arranging for printing services as well as the publication of documents, if and when necessary;
- Using SAP, when required, make arrangements for travel, prepare travel authorizations, ensuring that visas, security clearances, vaccination certificates, Laissez-Passer etc. are valid and in order. Assist in completing back-to-office mission reports and claim forms;
- Respond to moderately complex information requests and inquiries as necessary, as well as refer queries to appropriate personnel for handling;
- Assist in organizing the logistics for meetings prepare the necessary background documents and agendas’, liaise with counterparts on attendance assist in the preparation of presentation materials, book meeting rooms and take notes at meetings, if required;
- Keep track of pending matters, flagging deadlines and bringing urgent and important items to the attention of the supervisor;
- Maintain an up-to-date filing system (both hard copy and electronic);
- Perform any other related duties as assigned.
MINIMUM ORGANIZATIONAL REQUIREMENTS:
Education: Completed higher secondary education (high school diploma or equivalent), is required. Formal administrative/secretarial/clerical training or equivalent, is desirable.
Credit towards total working experience may be considered on a year by-year- basis, up to maximum of four years, for a higher degree education (including first university degree or equivalent diploma and/or master’s degree), in a relevant field to the post.
Technical and Functional Experience:
- A minimum of three (3) years of work experience in the related fields of the post, is required.
- Experience using Microsoft Office (Outlook, Word, Excel), internet search engines, is required.
- Experience with office procedures and practices, preferably within the UN system or in a multicultural environment, is desirable.
- Experience with SAP or similar ERP software is desirable.
Languages: Fluency in written and spoken English is required.
